how do you reset the in this case desktop top panel (or either panel) to
the default configuration?

On the panel:
- right-click & select properties
- General Tab: Size=24 Expand checked - nothing else
- Background Tab: None (use system theme)

That's pretty much it, unless you modified in gconf-editor
(apps|panel|toplevel etc).
