Do you mean how to start it, or how to use it?

To start it, assuming you are using Unity, then open the Dash and type
log file and it should find it.

Once it is started it is fairly obvious. If the file you want to look
at is not shown then use File Open and browse to /var/log to find the
file (it should default to there but does not always).

If you are using Ubuntu 11.10, it doesn't show any logs by default,
because of its bugs.

The following are the default logs in Ubuntu 12.04 alpha 2, so you can
open them in your log viewer. You will not have to reopen them in the
future, it will remember them.

Under /var/log:

auth.log
dpkg.log
mail.log
syslog
