Use this two command
sudo apt-get update
sudo apt-get dist-upgrade

In Update Manager click Settings then Updates and at the bottom where
it says Notify me of a new Ubuntu version, select For any new version.
The upgrade method for desktops and servers is *EXACTLY* the same, the
only difference for desktops is that you get a fancy graphical shell
that hides any typing in a terminal window. It is not forbidden to use
the server method also for desktops, quite the contrary.

I'm afraid that this answer is wrong.
The cited commands will merely update the machine to the latest
updates for 11.04. They will not migrate to the new version.
