Default folder permissions question (read/write, no sub-folder, no executable)

for storing data from my web forms i need to use a folder which has write access for my web user account. however, i need to make sure that the folder does not allow the webserver account to create any sub-folder or executable files in that folder.
only files i want there are to be read/write only.
can someone suggest please.
