Default Rebundling for FOSS

Hi guys....
Can ubuntu be rebundled for a FOSS project, into a vm? I was wondering... The licenses seem complicated.--

Sure. Ubuntu is Open Source, so it's your freedom to rebundle the product.
As search for Ubuntu on "VMware Virtual Appliance Marketplace" shows 544 hits.
