In 10.04, there is not sound icon in the toolbar for UIDs < 1000.
How can that be fixed?

BTW, the UIDs are network wide on NFS, so there is no flexibility in
changing the UIDs.

Have you tried right click in the panel, Add to Panel and add the
Indicator Applet?

Have you added the 'Notification Area'?
Add the Notification Area. That is what has gone missing from the panel.
