Ubuntu is not created from scratch. Debian forms the firm foundation
on which Ubuntu is built.

debian_version=sqeeze/sid in Ubuntu 10.04.1?
More specifically, the majority of Ubuntu is built from Debian Sid with Ubuntu patching as needed to make it Ubuntu. The particular package that provides /etc/debian_version is "base-files" which has been patched quite a bit by Ubuntu developers, but apparently not that file.
