Default how do ubuntu community docs work?

I'm just starting with ubuntu (though not with linux) and in setting up
a system I read some docs, which are pretty good, but I wanted to
comment on one detail on <https://help.ubuntu.com/community/rsync>. I
didn't see any obvious mechanism to do so, so I thought I would log in
and see if any more possibilities turned up. I don't yet have an account
so the login page sent me to
<https://help.ubuntu.com/community/UserPreferences>, which has text
saying "Register Now Register" and linking to
<http://login.launchpad.net/+login> but when I click on the link I'm
taken to <https://login.launchpad.net/+login> which says:

NotFound
A server error occurred.

So how does one create an account?

erase the "+login" "https://login.launchpad.net" should give you the
login page.
