gnome-panel: default user accounts depend on deskbar-applet

after having removed the deskbar-applet package,
newly created users, on first logging in to their gnome desktop,
are alerted that their deskbar-applet could not start.

why are applets being configured to start when the package isn't installed?

it is also unclear how i could configure it to ignore this warning on a system-wide level.
