Is there text-to-speech and speech recognition for Ubuntu 8.10?
 
There is in gutsy and hardy but I haven't tried out intrepid yet. Just do "aptitude search <the same key words used in your request below>" and see what comes up. Good luck,

I am using the 8.10 upgrade and have used the text to speech to read from the Sword Bible set up. It works great. Different voices and some different languages also.

David Fox- Thanks for the espeak, it works great! Do you know of any speech recognition softwares that are like Windows speech recognition?

I am getting the same errors in 8.04. Strangely, at first it worked
but now I get this too.

Looks like problems with some file, look at syslog.

I like the sound from festival a bit better:

I believe the problem comes from the fact that these programs can't get
exclusive access to the sound device. At least that's what happens on my
computer. When playing music with Amarok or something and trying to run
any of these I get an error that resembles that.
