Default java/dst time off by 1 hour

I have java-sun v5 installed on ubuntu.* It appears that the JVM has the time zone correct, but thinks daylight savings time is not on.* So the time returned to the JVM is off by an hour.

Is there a configuration setting for this?
Is there a fix that I need?
