I have a problem and I guess I'm not the only one having it.
I have a couple of DVDs I want to play on my laptop, but they are
coded to run only on a DVD player. What do I do to get them
running on the laptop ? ... anyone ?

I believe you're looking for:
apt-get install libdvdcss2
decodes DRM protected DVDs, it's available in medibuntu...

Some kind of special encoding that would keep it from working on, say, a Windows PC? So it will only play in DVD players?

No, it don't... at least not on my laptop.
I recall that I had to set my computer's region code* before some DVDs would play.* Here's how: https://help.ubuntu.com/community/RestrictedFormats/PlayingDVDs#Setting%20DVD%20Region%20Codes
