Default File sharing system

Hi,

I would like to provide a way of sending work related files to
other users via a Ubuntu 8.04 server.* The system would need the following requirements:

Allow accounts to be only created by designated super
users/administrators.


-*********
Allow auto delete of files.


-*********
Allow restriction of size/file type (eg remove zip, mp3
etc).


-*********
Email link to user who is sending the file and to the
recipient.

Anyone have any suggestions that come with Ubuntu already?
