You aren't running 8.04 if the above are the contents of your sources.list.

Firstly, you seem to be missing the "feisty" suite, which would
certainly be confusing for apt when doing upgrades. Also, feisty is
end-of-life and no longer supported. If you want to run 8.04, you'll need
to first add "feisty" back:
deb http://us.archive.ubuntu.com/ubuntu/ feisty main restricted universe multiverse
deb-src http://us.archive.ubuntu.com/ubuntu feisty main restricted universe multiverse
Then get your system updated and sane (apt-get update, apt-get
dist-upgrade). From there, then fully upgrade to Gutsy[1], and then
fully upgrade to Hardy[2] (which is 8.04).
