I've tended to use:
if [ -f /etc/init.d/$SERV ]; then
/usr/sbin/invoke-rc.d $SERV stop
/usr/sbin/update-rc.d $SERV remove
where SERV is the service I want to stop and leave disabled.
("update-rc.d ... remove" basically does what you were suggesting.)
