Fix overwhelming package power limit notification
 
It was complained that there are overwhelming package power limit notification warnings in

The reason is the distro kernel doesn't have overwhelming package power limit notification fix in upstream commit:

This patch is in upstream kernel starting from v3.3, but isn’t CCed stable kernel.
