Default Potential fix for leapsecond caused futex issue

John Stultz <john.stultz@linaro.org> has put together a 2 patch set to
address the leapsecond bug that was encountered this past weekend by
some sites.

This set has had some testing by a few people. This patch set has not
yet been submitted upstream. John did the work to backport these
patches for Lucid and newer kernels.

A bit confusing. Some rather positive testing but then there is a 3 patch v3 set
on stable now...
