Allow changing base repo
This adds $SUBJECT and also makes repo configuration as non-interactive
as possible. The initial call to payload.setup will try to set up the
base repo and will fall back to the repos in /etc/yum.repos.d if the
specified base repo doesn't work out. It also introduces repo-specific
directories for nfs addon repos so there can be more than one nfs repo.
