I think the commit message provides enough of a rationale.

Without this patch, my Smartcard reader fails after pcscd has been
restarted. I got the patch from here:

and "stole" the commit message from
2caf7fcdb8532045680f06b67b9e63f0c9613aaa in Linus' tree.
