Fix issue where USB ports not powered after suspend on newer machines
SRU Justification:
Recent Lenovo Thinkpads & other newer machines have begun to depend on the OS to power on the USB controller after supsend wakeup. This is apparently apart of the acpi specification, though before now the bios has done this job.
