Default LP#553498 allow manual enable of sci_force_enable

We have just committed a fix to enable SCI on resume for a slew of Dell
kit with bad BIOSes. Upstream has recently committed a new command line
option to enable this, most handy for debugging these issues. It seems
reasonable to also take this for the next broken laptop.
