LP#464552: back off the suspend_test_finish() warnings
 

We have a large number of reports of this resume devices takes too long
style warning being reported via apport. Previous studies by TJ showed
that upping the time limit there to something over 8.2 seconds would
eliminate the majority of the false positives. Upstream has now taken
action and upped the timeout to 10s. This patch is a simple cherry pick
of that commit.
