UBUNTU: Change CPU_FREQ_DEFAULT_GOV_ONDEMAND to y
 
(and CPU_FREQ_DEFAULT_GOV_PERFORMANCE to unset).

The default CPU governor that we want should be "ondemand", this
shouldn't make any significant boot performance problem since if it
does, the governor isn't doing its job.
