You need to write a main inclusion report, see http://wiki.ubuntu.com/MainInclusionReportTemplate and then file a main inclusion request bug in launchpad against the package, and subscribe ubuntu-mir.

Hi,

Requests to include packages in main are handled through the main
inclusion process, documented at

https://wiki.ubuntu.com/MainInclusionProcess

Please prepare the report for review as explained in that page.

Thanks,

James
