Then I try rung system-config-packages and I am not because this tool is
not longer on my server.
I tried yum install system-config-packages and I get "nothing to do"
How or where do I install system-config-packages from?

What do you get when you issue something like "yum whatprovides
*/system-config*"? When you get a list of packages, do any of them say
they are installed?

How did I get them, all I was to install from the RHEL 5 DVD

Check the pirut rpm in the Server folder on your RHEL disk.
If memory serves I loaded that package using rpm to get system-config-packages.

I copied the pirut RPM from my system missing the syste-config-packages and
Then I RPM install it tells me that I need rhn-setup-gnome and I download that
Rpm and it tells me that it need another and so on.....
I think I am going to re-install the system

What do you get when you issue something like "yum whatprovides */system-config*"? When you get a list of packages, do any of them say they are installed?

Try yum install system-config-packages
and I think you can tell it a repository to get it from, and that will
find all the dependencies.
