Default ulimit -u system wide setting

Hi,

I'm trying to set ulimit -u to unlimited system wide. But it is not working
for me..

I put the following in /etc/security/limits.conf
* hard nproc unlimited

The following in /etc/pam.d/login & /etc/pam.d/sshd
session required pam_limits.so

I restarted sshd and still I log on and get:
max user processes (-u) 65536

What's the haps..
