Default Auto check for updates

Kubuntu 10.04

I have a machine that only has telephone modem access to the Internet.
When I establish a connection with my ISP, Kubuntu performs an
apt-get update and I then get a pop-up message about needing to update
the computer. I would like to disable the automatic apt-get update
"feature" when an Internet connection is established.

I may have resolved this issue. It looks like deleting the following
two packages will do the job. A hammer approach I guess, but so be
it.

kpackagekit
kubuntu-debug-installer

If this doesn't work, I'll report back.

You can also disable the update setting it to "never" in the settings of
Kpackagekit...

Your solution is better. I didn't take the time to explore
configuring Kpackagekit.
