Steven,

You have to install plasmoids either on the desktop or the panel. You cannot
drag a plasmoid from the one to the other.

On the far right on the panel is the same icon which you use on the desktop.
Click that and it will open the panel for you to install the Kmenu plasmoid.
Once it is open you can also drag the plasmoids in the panel to its preferred
places in panel.
