I just tested daily build (10th February), and I was able to reproduce all task manager bugs mentioned in upstream bug report.
KDE bug 275469 was most hated bug on bugs.kde.org for months. There are numerous threads on kubuntu and ubuntu forums where people complain about this bug. So I think this should be top priority for fixing in precise.

The bug is fixed upstream. It is bug in Qt. There are 3 patches which are fixing the bug. One can find them here:*http://bugs.kde.org/show_bug.cgi?id=275469*, comment #173. Please include all 3 patches in precise. Launchpad bug report:*https://bugs.launchpad.net/ubuntu/+source/qt4-x11/+bug/911733

There is ppa with patched Qt:*https://launchpad.net/~hrvojes/+archive/qt. In oneiric I am using Qt from this ppa and I cannot reproduce these task manager bugs any longer.

Since the patches were approved into Qt and passed the sanity checks
there I presume fabo will soonishy cherry pick them into the package.
No particular rush though, they do not added features, so are not
affected by feature freeze, plus release is still quite a bit away.

Though I added them to our global precise todo, to make sure it gets
tracked accordingly.

These panel bugs are still present in precise. Two months passed since Fathi Boudra (fabo)*assigned to bug report, but still there is no response from him.
Also, with qt 4.8 from backports, I have panel bugs again in Oneiric too.
