Default Udisks/Upower replacing HAL

Now that KDE Solid provides backends for the more modern udisks/upower systems
we are replacing hal. The changes for this will land in Natty just after
Alpha 1 is released.

Known issues:

No suspend/resume - Fixed already for KDE 4.6 beta 2 [1]

startkde CDROM detection needs porting - This will get done in the next few
days. In the mean time it's possible some laptops will be mis-identified as
netbooks.

Other functions that have been tested all seem to work well.

KDE 4.6 is the first release with upower/udisks support, so there will be
issues. These need to be reported upstream so they can get fixed.

This is fixed now.

All the changes I know are needed are landed in today's post Alpha 1 uploads.
To fully test this, please remove the hal package.

For those who are concerned about this transition, upower and udisks are just
recommended. You can manually remove them and continue to use hal if you
want.
