Tech Board approved getting KDE point releases into -updates

At today's tech board meeting they approved
https://wiki.kubuntu.org/Kubuntu/UpdatesPolicy - This gives as a chance to
move point releases out of kubuntu-ppa and into the archive once things are
tested.
