Default Error in network comment in root mode

*Whenever I am trying to do ssh/telnet/emerge --sync in root mode it gives me error saying "Connection Refused: Forbidden". while same works fine in user mode.
Below are some examples .

flukebox flukebox # ssh csews53
Connection Refused: Forbidden
ssh: connect to host csews53 port 22: Connection refused
flukebox flukebox # wget yahoo.com

flukebox flukebox # telnet apah

flukebox flukebox # emerge --sync

More interestingly,
when i do "emerge -af something"* then packet is being fetched without any problem

may be because that work is done by portage user.

This error may have something to do with permissions, I guess.
But i have no clue where is the error.

Any help would be appreciated.

Thanks in advance,
