Looks like the jpeg use flag is ok to use according to bug #283089 [http://bugs.gentoo.org/show_bug.cgi?id=283089]
It looks like it is waiting for the thumbs-up from everyone to be taken out.
I have been running with the jpeg use flag unmasked for a while and haven't seen any issues.
