Does anyone know a tool that fetches RSS feeds and sends new articles to a given email address?

Probably not what you want but you could use Planet[1] and cron to do
it. Setup planet, create a suitable template and add your feeds. Now run
a cronjob which first updates planet (a necessary step for planet to
work anyway) and then have it mail the planet page.

What's wrong with cron, wget, diff and mail?

looks like it is not in portage. Caveat: I have not tried it.

I just saw that the latest version is 2.63. Perhaps you need to bump the
ebuild.

Just bumping the ebuild is not enough if you read the bug report carefully.
The 2.55 version ebuild uses a custom tarball created by the reporter
of the bug.
So you need to create a new tarball, plus you probably need to revisit
the gentoo.patch which is applied.
