Default udev do not generate 70-persistent-net.rules

Look at the file

/lib/udev/rules.d/75-persistent-net-generator.rules

There are exceptions for KVM, Xen, etc. Maybe you hit one of them?

Yes, I found a rule

# ignore KVM virtual interfaces
ENV{MATCHADDR}=="52:54:00:*", GOTO="persistent_net_generator_end"*
