Default KV_to_int, where is it?

Sometimes when I run crossdev I get:
portage/eclass/toolchain-funcs.eclass: line 283: KV_to_int: command not found
portage/eclass/toolchain-funcs.eclass: line 283: KV_to_int: command not found
portage/eclass/toolchain-funcs.eclass: line 285: KV_to_int: command not found
portage/eclass/toolchain-funcs.eclass: line 285: KV_to_int: command not found

KV_to_int is defined in /etc/init.d/functions.sh then I got stuck.
