libtool-2.4 going into ~arch

havent seen any bugs (on my system or reported) about libtool-2.4 regressions,
so it's been moved into ~arch

media-gfx/graphviz is broken:

and is a depend of packages like doxygen... so it's installed on every
second gentoo box.

that's the only thing i've found, been using libtool 2.4 since it was
added to tree
