Default Reassignments of closed bugs / cluster@gentoo.org use as bugzilla user

Hello, whoever you are, cluster@gentoo.org,


please be aware that it's customary to not reassign bugs once they have
been definitively CLOSED or RESOLVED. Just stop doing it.

Also, don't use the cluster@gentoo.org user at bugs.gentoo.org to make
changes in bug reports: we have no idea who is making these changes
and we might at some point need to know.

I haven't touched cluster@g.o alias since that unfortunate day.
