Shouldn't this rather be a patch to the build system that can be sent
upstream?

It's a bug in Python 2.* (fixed in 3.*), not in dev-python/vo. (dev-python/vo supports Python 3.)
distutils build system (without subclassing/monkey-patching) doesn't support flags specific to
given Python versions.
