Default net-fs/netatalk is facing removal

since noone seems to care about this package, and it's blocking glibc
stabilization it will be removed from tree wrt bug 300218

unless Doug is implicitly being a maintainer (and i dont think he is), this is
a temporary step. a proxy maintainer is still wanted.
