egreshko@meimei log]$ systemctl status rc-local.service
rc-local.service - /etc/rc.d/rc.local Compatibility
Loaded: loaded (/lib/systemd/system/rc-local.service; static)
Active: inactive (dead)

F16 system....

Does the file /lib/systemd/system/rc-local.service exit?

On one of my machines that it works just fine on.

/etc/rc.d/rc.local file

#!/bin/sh
#
# This script will be executed *after* all the other init scripts.
# You can put your own initialization stuff in here if you don't
# want to do the full Sys V style init stuff.

touch /var/lock/subsys/local
freshclam -c 2 -d

systemctl status rc-local.service

The thread contains an extensive troubleshooting discussion of how to get
rc.local functionality working. There are quite a few things to check and the
thread covers most of them.

Cheers,

What do you get from the web site?

The OP had a typo. He was using "rc.local.service" instead of
"rc-local.service". Fixing that fixed his problem.
