Is it possible to do an ethernet Installation of F15 using Apache and PXE environment on another machine rather than from the internet (download.fedora.redhat.com) ?

Yes , It is possible. You can make the installation tree available via HTTP or NFS and perform a PXE based installation . Also check https://fedorahosted.org/cobbler/

If you want to circumvent using TFTP and you are using gPXE (or a PXE

boot ROM that supports booting from HTTP) you could point it to the

pxelinux of boot.fedoraproject.org at

http://alt.fedoraproject.org/pub/alt/bfo/pxelinux.0 for doing a netinstall.

If your PXE boot ROM however doesn't support HTTP you're pretty much

stuck with TFTP.
