Default Disagreement in the width of U+A74F

Pasting U+A74F, "ꝏ", into a gnome-terminal session gets garbled results.

Looks like it's being rendered as a double-width character, but
wcwidth(0xA74F) in a UTF-8 locale returns 1. Hilarity ensues.

Who should have this bug?

* One of the font packages (which one?) for rendering this character as
double-width

* glibc, for returning the incorrect character width
