Default up'ing /proc/sys/fs/inotify/max_user_watches ?

No reason this couldn't be something very prominently asked in Anaconda.
After all, RHEL has all kinds of flavors, etc. I can see a lot of good
in asking this - copying the Anaconda folks for their input.
