unfortunately not. This is my opinion so far:
A few weeks ago I sent the validation email to my Yahoo address and
accidentally deleted it, but I did not mark it as SPAM. Further attempts
to resend the email all failed. I now sent the same key to my gmail
address and it did arrive, but I forgot the key. I then made a new key
and tried to send it to my Yahoo! and Google addresses, but it did not
arrive. I think the problem is that if you have a previous pending
validation on a given email address, then the Ubuntu server will not
send any more messages to that address.

Another stupid question (just checking): You are not doing this on
staging (https://staging.launchpad.net), right? The staging server

No, KDE4 is a completely re-engineered GUI. They basically decided to
start from scratch. A lot of todays GUIs are simply redressed UIs from
decades past. The underlying structure still maintains the limitations
from previous platforms for consistency's sake. The KDE folks thought
that this was silly, and that by now we should be able to do better than
to merely add transparency effects to a 1980s UI paradigm.
This is the short short short answer. It may be best if you went to
the source for the details.
KDE4 may be an option as it has many advantages, but simply emulating
Vista is not one of them. The KDE4 interface was designed to scale from
mobile devices to huge displays. Something to think about for the
future, but probably not the 3.0 release.
For lightweight WMs, you can't get much thinner than ratpoison. It is
like screen for X. Entirely keyboard driven (you still interact with
all the apps via keyboard AND mouse, but switching apps is done via
keyboard shortcuts), each X app is run full screen. Pretty cool idea,
even if I do prefer KDE.

I don't know ratpoison, but I like the frame based Ion. For Ion it's
possible to resize frame areas. Ion isn't a WM, it has got no windows,
but tabs with frames, that are similar to windows. It's possible to have
two or more frames instead of tabs. If you have a computer, that isn't
able to run recordmydesktop acceptable for a WM like Fluxbox, because
Fluxbox needs to much resources, the computer should be able to make
films with recordmydesktop in real-time, when running on Ion.

Okay, it's called WM too, but I guess we should make a difference
between frame based and windows based managers. Also KDE isn't a WM.
KWin can be the WM for KDE and KDE the DE.
