You can see that yum never bothers to download the filelists.

Is there a way to make this work as expected?

What is it exactly that you're expecting?

Maybe
yum install /usr/bin/kwrite
is what you're looking for.

yum whatprovides /*/kwrite

is a bit clumsy but should work.
