Default Local fedora bug reporting system woes?

This is the first time I have seen this, but it seems that the bugs@localhost
bug reporting system has broke? Can someone tell me what it is and perhaps
what I need to do to repair this? I am getting smashed with daily emaillings
such as these below:

Ok, I get it. I had moogle installed on my system and since I had
not played with moogle before, I completed the installation process
and it has now "shut up" and is working properly.
