Default simscan problem compile

I have a problem to compiling simscan version 1.3.1 on Fedora 8

the problem is as follows:

gcc -DHAVE_CONFIG_H -I. -I. -I. -O2 -g -pipe -Wall
-Wp,-D_FORTIFY_SOURCE=2 -fexceptions -fstack-protector
--param=ssp-buffer-size=4 -m32 -march=i386 -mtune=generic
-fasynchronous-unwind-tables -Wall -c `test -f 'simscanmk.c' || echo
'./'`simscanmk.c

In function 'open',

inlined from 'make_cdb' at simscanmk.c:379:

/usr/include/bits/fcntl2.h:51: error: call to '__open_missing_mode'
declared with attribute error: open with O_CREAT in second argument
needs 3 arguments
