Default Limiting process memory usage

Is there an administrative way to prevent a process from using more than
some set amount of memory? Apparently, ulimit -m is not enforced in
Linux.

Try ulimit -v instead.

Would ulimit -v do what you want? If not, you could try a
combination of the -d and -s options.
