Default why Fedora 9 cannot be used as dom0 for XEN

Hello,

can someone explain me, why Fedora 9 does not have dom0 xen kernel?
So why package 'xen' in base repository is?

I really do not understand that. Fedora should be developement edge for Redhat new technologies , so where is newest xen with newest kernel-xen?
